If your system has failed to the point where you cannot access the Windows GUI either through booting normally or through safe mode,
you may still have the chance to use the System Restore feature if you have it enabled,
by running it form the command prompt.
To do this:
1.Restart your computer and press F8 after the POST screen to bring up the Windows XP boot menu.
2.Choose ‘boot in safe mode with command prompt.’
3.If your system gets to the command prompt successfully, type “‘%systemroot%\system32\restore\rstrui.exe’ “ without quote and then press enter.
4.Follow the onscreen instructions to restore your computer to a previous saved point.

I had a hacker get into my computer so I had to completely wipe the hard drive and re-install Vista. Since then my cd/dvd drive doesn’t work and my Windows Media Player will only play MPG files. No other format will work. I tried to restore but since the day I had to re-install my Vista my recovery disc has been shown to be full. When trying to restore, I am told that there is no disc space to do the restore. I currently have 185 Gb available on drive C. This should be sufficient to do a restore. Can you help me or direct me to someone who can?
